PAPUA NEW GUINEA Mendi, Southern Highlands - A crowd of men from Tari gather in Mendi for the counting of ballot boxes from three electorates in the Hela region following a ballot dispute during the 2007 general elections. The men travelled for four hours to protest against the transferral of around 200 ballot boxes from Tari to Mendi. The boxes had been held back in Tari for two weeks until a judicial ruling forced the handover and the ballots were moved for counting to Mendi via helicopter and under armed security. Since the dispute appeared to be linked to employment issues rather than voting security, the Electoral Commission later negotiated a compromise whereby more Tari residents would be included in the official Mendi counting process and paid as counting officials.
